I would suspect permits are dictating what and when they are allowed to do things. Do something out of the timeframe the permits allows and they would get a warning from the State of NJ, DEP. It happens.

They are permitted to work currently and are doing so. Most of the work currently is upstream a distance from the dam I am told. That's good to hear. I know there were some issues with the Rt 80 overpass area that required some engineering work before the dam could be lowered completely, I guess they're trying to address those areas.
